全面和谐的中巴关系

  两国领导人磋商所有重要问题和计划的联合战略是非常普遍的。印中边界紧张、中美关系不和、COVID-19已席卷全球、阿富汗局势不明朗、中东面临巨大挑战等诸多近期发生的重要问题,都需要进行重要的磋商。

  

  库雷希外长(202073日)与中国国务委员兼外交部长王毅通电话。电话交谈讨论了双边、地区和国际问题。库雷希外长强调,巴中是“全天候战略合作伙伴”,在面临共同挑战时,两国保持了团结互助、相互支持的优良传统。

  

  外交部长库雷希重申,巴基斯坦将坚持“一个中国”的政策,坚定支持中国的核心利益,包括香港、台湾、西藏和新疆。

  

  库雷希外长强调,地区安全局势正在恶化,并强调印度的好战姿态和扩张主义政策正在危及该地区的和平。除了在IOJ&K严重侵犯人权外,印度还试图改变被占领土的人口结构。外交部长还简要介绍了印度在该地区屡次犯下的违法行为以及有针对性地杀害平民的情况。巴基斯坦外长还说,面对印度的挑衅,巴基斯坦还在保持克制。

  

  库雷希外长强调,该地区的争端应通过和平手段和商定的机制解决,而不是诉诸印度201985日单方面、非法和胁迫性的措施。

双方重申在COVID-19之后采取措施并尽早实现经济复苏的决心。库雷希外长强调,BRICPEC将成为贸易和经济活动、可持续发展和加强人文交流的中心。巴中双方正在采取相关措施,帮助CPEC项目如期完工。

 

国务委员王毅强调,CPECBRI的旗舰项目,CPEC的第二阶段将补充巴基斯坦的努力,旨在创造就业机会,提高农业生产力,减少贫困和使经济大规模的复苏。

 

国务委员王毅强调,在COVID-19事件发生后,政府采取迅速、实际和明显的措施,促进该地区的经济复苏。他感谢巴基斯坦支持北京提出的“健康丝绸之路”构想,他认为,这在解决该地区的社会和经济需求方面发挥重要作用。

 

双方决心落实两国领导人达成的共识,深化各级战略磋商与协调,共同推动实现和平与稳定的目标。他们决定尽快举行一次面对面会议,讨论该地区面临的挑战。

 

中国和巴基斯坦致力于地区和全球的和平与稳定。在新兴地缘政治背景下,各方面都存在着全面的和谐。两国都认为,稳定与和平的环境对经济发展和人类繁荣至关重要。

 

中巴在所有问题和挑战上都是站在一起的,决心坚定,共同应对。中巴本着绝对理解的态度站在同一个立场上。中巴关系既着眼于本地区的社会经济发展,也着眼于全球的社会经济发展。我们的关系不针对任何第三国,合作也不威胁任何其他国家。我们坚信全球人类都能够和平、稳定和繁荣的发展。

Rapidly changing geopolitical scenario andespecially in this part of the world may affect China as well as Pakistan.

 

 

It was very common that the leadership ofboth countries held consultations with each other on all important issues andplanned joint strategies. Today, when the Indo-China border is tense, Sino-USare at odds, COVID-19 has engulfed the whole world, situation in Afghanistan isuncertain, Middle-East is facing huge challenges, and many other importantissues developed recently, requires such an important consultation.

 

Foreign Minister Shah Mahmood Qureshi held(on July 3, 2020) a telephone conversation with Chinese State Councilor andForeign Minister Wang Yi. During the telephone conversation, bilateral,regional, and international issues were discussed. Foreign Minister Qureshiunderscored that Pakistan and China are ‘All-Weather Strategic CooperativePartners’ and had preserved the fine tradition of expressing solidarity, mutualassistance, and mutual support to each other in the face of common challenges.

 

Foreign Minister Qureshi reiterated thatPakistan remains committed to the ‘One-China policy’ and firmly supports Chinaon its core interests, including Hong Kong, Taiwan, Tibet, and Xinjiang.

 

Foreign Minister Qureshi underscored thatthe regional security situation was deteriorating and underlined that India’sbelligerent posture and expansionist policies were imperiling peace in theregion. Apart from committing egregious violations of human rights inIOJ&K, India was seeking to change the demographic structure of theoccupied territory. The Foreign Minister also briefed about the repeatedviolations committed by India across the LOC as well as targeted killing of thecivilians. In the face of Indian provocations, Pakistan was exercisingrestraint, Foreign Minister added.

 

Foreign Minister Qureshi underscored thatdisputes in the region should be resolved through peaceful means and agreedmechanisms rather than resorting to unilateral, illegal and coercive measuresreflected in India’s decision of 5 August 2019.

 

Foreign Minister Qureshi emphasized thatthe recent attack at Pakistan Stock Exchange in Karachi was supported byanti-Pakistan elements seeking to undermine Pakistan’s economic development andstability.

 

State Councilor Wang Yi briefed ForeignMinister Qureshi about the regional situation. He lauded Pakistan’s sincere andrelentless efforts to promote peace and stability in the region and thankedPakistan for the support it has extended to China during difficult andchallenging times.

 

Both sides also reaffirmed their resolve tosupport each other at the multilateral institutions and hoped that thoseinstitutions would foster a spirit of objectivity and coherence in advancingtheir goals.

 

The two Foreign Ministers expresseddetermination to promote peace and development in Afghanistan. It was hopedthat the next meeting of China-Afghanistan-Pakistan Trilateral ForeignMinisters Dialogue would take place at the earliest to facilitate peace andreconciliation efforts in Afghanistan.

 

Both sides reaffirmed the resolve to takemeasures aimed at the earliest possible economic recovery in the aftermath ofCOVID-19. Foreign Minister Qureshi underlined that BRI and CPEC would becomethe hub of trade and economic activity, sustainable development, and greater people-to-peopleexchanges. Pakistan and China were taking relevant measures that will helptimely completion of CPEC projects.

 

State Councilor Wang Yi underscored thatCPEC was a flagship project of BRI and that the second phase of CPEC willcomplement Pakistan’s efforts aimed at job creation, enhancing agriculturalproductivity, reducing poverty, and massive economic recovery.

 

State Councilor Wang Yi emphasized that, inthe aftermath of COVID-19, Beijing was taking swift, practical, anddemonstrable measures to promote economic recovery in the region. He thankedPakistan for supporting Beijing’s idea of ‘Health Silk Road,’ which, hebelieved, would play a major role in addressing the region’s social andeconomic needs.

 

Both sides resolved to implement theconsensus reached by the leadership of the two countries to deepen strategicconsultation and coordination at all levels to promote shared goals of peaceand stability collectively. They decided to have a face-to-face meeting soon todiscuss the challenges confronted by the region.

 

China and Pakistan are committed toregional and global peace and stability. There exists a comprehensive harmonyin all aspects, in the background of emerging geopolitics. Both countriesbelives a stable and peaceful environment is vital for economic development andprosperity of humanity.

 

China-Pakistan stands with each other onall issues and challenges, and resolve and face with a joint strategy.China-Pakistan is on the same page with absolute understanding. Sino-Pakistanrelations are aimed at socio-Economic developments of the region as well asglobally. Our relations are not against any third country, and cooperation isnot any threat to any other country. We strongly believe in the peace,stability, and prosperity of humankind around the globe.
